Why is the MRT not constructed underground?

I. Considering the close relations between Changhua City and Taichung City, and the fact that Dakeng is a scenic area with value in diverse leisure resources, local industry, and tourism, in 2006, Bureau of High Speed Rail of the Ministry of Transportation and Communications began working on the plan of “Feasibility evaluation for extending the Taichung MRT-Wenxin Wuri Beitun Line to Changhua and Dakeng areas” in order to accommodate the overall public transit network construction schedule.


II. In July 2007, Bureau of High Speed Rail completed the report on “Feasibility evaluation for extending the Taichung MRT-Wenxin Wuri Beitun Line to Changhua and Dakeng areas,” which was submitted to the Ministry of Transportation and Communications. The content stated that since current transport capacity to Dakeng would be low with less economic benefit, there would be further evaluation and planning based on the actual development in the area in the future.


III. In November 2009, the “Taichung Metropolitan Area MRT System route network evaluation and planning” was completed. The Green Line: G3 Station to Dakeng has been incorporated into the envisioned MRT route network.


IV. In view of the merger between Taichung City and Taichung County, the city government has arranged for further funding to reevaluate the feasibility of extending the Wuri Wenxin Beitun Line, bids are currently being solicited to facilitate construction of the Taichung Metropolitan Area MRT system network.
